The first and basic qualification required for a Ph.D course is that
you must have completed your Master's degree course.
To apply for Ph.D, you can either directly apply to the professors of
different universities sending them your resume, Statement of purpose and your research papers or you can appear for UGC-NET examination and then sending your NET scores to the professors under whom you want to undergo your Ph.D course.

Every state has its own rules and regulations for admission in engineering colleges. Normally, NRIs are having quota in the admission process. Also, they are not required to appear for any entrance exam. Admission is based on the marks obtained in an equivalent exam.
However, I would advise you to download the brochure of rules and regulations of admission from DTE.

I am sorry brother but there is no such provision of getting an admission directly in the 3rd year of any course. But you can take admission in the 2nd year i.e. known as lateral entry, provided that you have completed your Diploma in the same branch and have the qualifying marks depending upon the colleges.
