To be frank your SI score will be very low with these marks. IIT, Delhi takes into consideration all the marks and extra-curricular. Students even with good CAT score don't make it to next stage if SI score is low. So as per my understanding, it is very difficult to get in even 1st stage of the process with these marks if you are a general category student.

No, IIT Chennai no longer accepts the scores of MAT exam for the admission process of its full-time MBA programme. Also, note that the percentage of Best Four Subjects (BFS) is considered. If your BFS% meets a certain cut off, you get admission. * Other factors too must be kept in mind. The path of admission to any engineering college is through CET or equivalent of that state. Perhaps only in TN admissions are based on marks of 12th. So follow rules applicable for your state.
1. Eligibility: You need to have Master’s degree in relevant subject. Some institutes/ universities allow exception to this rule for engineers and Doctors.
2. Now according to new UGC rules coming into force from 2009, you need to clear some sort of entrance exam/ interview to get admission for Ph.D program.
3. After getting admission for Ph.D program, you need to complete some course work for requisite credits.
