Hi Raaz,
Absolutely, yes. You are definitely eligible to pursue M.Tech from IITs after completing B.Tech through lateral entry.
After your diploma, do your BE / B.Tech after it. You will be eligible under the lateral entry scheme. Learn well and understand the subjects well. Get a good grasp of the fundamentals and basics.
Next, prepare well for GATE. Try to achieve a good rank under 500. It is possible, given your effort, hard work and sincerity. Then, you stand a great chance to get into IIT.
All the best.

He should focus on basics and practice more and more.
Before clearing an entrance exam all the branches have same criteria.
It may vary college to college due to their facility and infrastructure.
If he wants to join ece just tell him to focus on practice and fallow what teacher is saying in his classes.
That will be sufficient no need to worry.
In case if will not get ece he can change his branch to ece after end of first semester.
Because first year in engineering have common subjects.
Here is a link of exams. I hope it will help you.
Thank you.

You'll have to score more than 75% in your 12th . And also you will have to clear JEE Mains. These two things will make you eligible to sit in the JEE advance exam. Once you clear JEE advance you can apply for counselling and you will get one of the college as per your rank.
Good luck.
