Obviously government colleges like IET, HBTI, MJPRU, Bundelkhand University, KIET are the best colleges in UP, then colleges affiliated to UPTU.

It cannot be determined if you will get admission in BBD or not just depending on your ranks. Firstly, you need to apply for BBD through UPSEE counseling then only after the results of the counseling you will be able to know about your admission status.

No, you can't as HBTI is now HBTU and they are only accepting admissions on the basis of JEE Mains score, but yes you can get into IET but getting CSE would be not possible.

Both the institutes mentioned by you are equally good and thus it will be very difficult to tell which one will be the best option. However, we can help you with the parameters that you can keep in mind while choosing an institute. You can consider the below parameters :
1) Faculty,
2) Affiliation / Recognition
3) Course Material,
4) Quality Education,
5) Fees
6) Infrastructure
7) Success Rate.
8) Placement
9) Top recruiting companies.
Also, if possible go through the alumni speak section to get an idea what the alumni thinks about the institute.
