Based on your domicile of UP and your JEE Mains percentile, you can get admission to some of the government engineering colleges such as Harcourt Butler Technical University (HBTU) and Madan Mohan Malaviya University of Technology (MMMUT). At this rank, you can get almost all the colleges of Delhi NCR and in almost in any of the branch you want and also in the first round of the counselling.

Yes, you will surely get almost all the private colleges of Ghaziabad and Noida and but you won't be able to get into the government colleges as they demand minimum 360+ in the exam.

If you are getting any top-reputed college through UPSEE, then go for it as you already have a good rank.
Don't waste one year for CAT and MAT. That would be a risk if you do not score well.

No. Govt. colleges are mostly available till 5k GN Rank.But u can try for private colleges such as: ABES, Ramswaroop, Galgotias and much more.
