It may be possible that you did not fits the criteria for UPSEE counselling. Maybe, the names does not match, maybe you have less marks based in their criteria. Please check everything in documents including Father's and mother's name.

Yes, you are eligible for that. And, you need a good rank in UPSEE to get best colleges, because there are only 10% seats reserved for non-up candidates in every College' of UPTU. If you have any query please feel free to ask.

You must have passed B.Sc with 45% marks and passed XII standard with math and also clearing UPSEE exam are the eligibility criteria for UPSEE counselling. If you do not clear UPSEE test, you will be take admission in private college with management quota.

UPSEE Eligibility Criteria:
1- There is no age limit.
2- Students should have passed the qualifying exam from any institution in Uttar Pradesh or the parents should have a domicile in Uttar Pradesh.
3- If the students have not passed the qualifying exam from an institution in Uttar Pradesh, then they will be required to produce their parent's domicile Certificate.
4- Students who do meet the domicile requirements will also be eligible to appear for the exam if they meet the other required criteria.

Nationality: Candidate can be Indian/ NRI/ FN/PIO

You can easily get the college at this rank in the 2nd or in the 3rd round of the counselling.

You can get the college through counselling also but the main thing is that those college is just a place for the degree and not to learn for the engineering. So, I'll prefer you to opt for the top college by taking admission in these college through management quota.
