For direct admissions or lateral entry to engineering second year, you have to pursue Diploma in any engineering branch which is a three years course and after that you can pursue engineering fir 3 years.

If you belong to general category, then you are not qualified since the cutoff for general is high. 60 marks is not enough for OBC category to qualify for Advanced. However, it shows your effort that although you have not qualified, but you gave your best to it. Many college ask for this score. Go for private colleges for the admission to B.Tech programme. There are many good college with affordable fees structure. Best of luck.

Cutoff marks of IIT or any other college is decided after exam, because cutoff marks is decided on the basis of total number of students participated in the exam, level of difficulty in the exam. But, you can go through previous year cutoff to get a rough idea about cutoff marks.

to get admission in any of the IIT you need to clear some exams like IIT JEE for the long term programs and GATE for the Post graduation. There may be some certificate programs available but for that eligibility based on program to program.

Sorry my friend but IIT does't give lateral entry. Also, the Diploma courses are of 3 years which means that you are unable to give the exam of IIT main this year.

For the class of CS, admission was closed at I think with rank no 55. But for admission to Aeronautical engineering it was a bit relaxed. I feel you should be in top 500 to get this branch.

Last year (2018), opening and closing ranks at IIT-B in B.Tech CSE were 6 and 173( Female General) respectively. So, you have to score above 260 marks in JEE-Advance, so that your rank can fall between the range.
