To take admission in a good government college with good placements your rank must be under 500 then only you have fair chances to take admission in a government college.
You can easily get IET Lucknow, KNIT Sultanpur, BIET Jhansi you can also get college other than these but these college are the topmost colleges under UPSEE.

HBTI is no longer part of UPTU. You can't take admission in HBTU on the basis of UPTU. You can take admission on the basis of JEE Main marks.                                            
There is very less chances to get in JSS but you can try in any other college or KIET. I am sure that you can get mechanical.

It depends on your interest and in CSE, you can go for only private jobs, but after ECE, you can also go for some govt. jobs.
Your rank should be under 12k to get admission in AKG or JSS for good branches CS or IT.
 For admissions in M.P colleges, you need only JEE Mains marks. For admissions in UP colleges, you need to give UPSEE only for state government universities. 
For admission in DU, the admission is on the basis of CBSE marks (for political and human resource courses), or on the basis of separate entrance test and JEE Mains marks as well. They have a separate number of seats for separate exams.
