Hello Sudhanshu,
From this year, HBTI is taking admission via JEE Mains, so we are also not aware of the exact cutoff, however, since it is a Govt. college the cutoff must be high so you need to score well in JEE Mains to get admission there.

I have seen fee waiver seats being allotted at 7000-8000 rank (General). General rank is considered when applying for fee waiver. So if you have a general rank around 7000-8000 you will most probably get a FW seat.

UPSEE is an examination that is conducted for admission to different courses in the state of UP, depending on your eligibility you have to appear for a certain paper. I am attaching a link that should give you all the required information about this examination. Yes, you have a good chance of getting JSS Noida even you have a good chances of getting CSE in AKGEC. But, you have to do one thing try to sit in all rounds of counseling process to get good college according to your rank.

For civil engineering, you may consider ABES, AKG, KIET,GL Bajaj and JSS. In first & second rounds of counselling, it is possible that you may not get these colleges but in third counselling, you will definitely get civil engineering in any of these colleges.

No, Jaypee Institute of Information Technology does not give admission on the basis of UPSEE marks/rank. JIIT only gives admission on the basis of JEE Mains rank.

No, there is no such criteria by which you can get admission in SPA by UPSEE. You have to clear JEE paper 2 for this.

One of the top colleges under the exam of UPSEE is Institute of Engineering and Technology, Lucknow. So do prefer that.
Apart from that, your is excellent. So you can easily get admission in any of the colleges. Congratulations for that.
