There is no chance in government college at this rank. Because 1 seat in each branch of girls quota makes it very tough to get admission in government college for lateral entry. You have a good chance for a good private college.
You should have at least secured a rank under 5K to get admission in good government colleges (should at least 350 marks to be in the safer zone).
In the private college, no doubt that there is awesome study environment and there is lot more to do, but in the government college, placements is much better than any private college, and there you will get enough time to study and also to learn new skills that is more important in the CSE field.
No, there is no provision of JEE marks in UPTU. In almost all the colleges, there are some private colleges that also take admission through the JEE marks also in that you might get some benefit.
Getting IET at this rank is not possible as your rank is too high. For that, I'll prefer you to opt any other govt college or if you want IET only then you can wait till the spot round of the counselling.
HBTU is now taking admission on the basis of JEE Mains score card, it is not a part of UPTU from 2017.
