Hi,
No, only institute under Mumbai, Pune and other state universities have such provisions. IIT admissions are done strictly on the basis of JEE and there is no lateral entry scheme available.

<p>Candidates belonging to SC and ST categories acquiring a rank of <strong>2000</strong> can get<strong> BTech in Chemical Engineering</strong>, <strong>BTech in Civil Engineering</strong>, and <strong>BTech + M.Tech in Mechanical Engineering </strong>under SC AI quota, however, at 2000 rank, candidates belonging to ST AI quota won't get admission to any of the course available at IIT Gandhinagar.</p>

Unless the candidate belongs to some other category or domicile, one can not afford to score less than this. With this rank, there is a probability of getting admission however since, the cut offs keep changing from round to round, better ranks definitely increases your chances of getting admission in IIT Kanpur - Indian Institute of Technology.</p>

<p>For last year, the closing rank for B.Tech. in Chemical Engineering was 5075 which is very close to this range. This was for general category under All India quota. Unless the candidate belongs to some other category or domicile, one cannot afford to score less than this. With this rank, there is a probability of getting admission however since, the cut offs keep changing year on year, it is advisable to try to score better ranks to increase your chances of getting admission in IIT Roorkee.</p>

Unless the candidate belongs to some other category or domicile, one cannot afford to score less than this.
