For admission in IITs, 75% minimum is required in class 12th. Hence your admission here is ruled out. You should make an attempt for admission in one of the colleges in Bihar.

Yes, it is according to the new eligibility criteria of 2017. 75% marks are necessary for their particular board or top 20 percentile in board to get admission in IITs and NITs.
You need minimum 75% in best 5 subjects to be eligible for admission in NITs or IITs.

For admission in IITs you need to appear for JEE Advanced. For appearing in JEE Advanced you need to score more than cutoff in JEE Mains. I think you have scored less than the required cutoff and hence not eligible for JEE Advanced and hence not eligible for IIT Allahabad.
No minimum weightage is there to enter in NIT or IIT. You need to score a minimum of 75 percent marks to appear for JEE Mains exam.

IIT JEE is among the toughest exam on under graduate level, so you need to work very hard for that. Considering your category, it will be little easy for you because the cut-off for SC category is very less.

You have to appear the JEE-Mains exam which will be held every year mostly in the months of April and May. You should be prepared thoroughly NCERT Maths, Physics, Chemistry textbook syllabus and be able to solve the numericals conceptually.
