Dear Vijay Kumar,
After completing diploma engineering in any branch from any recognized AICTE approved, only you can get admission in 2nd year of engineering. For that, you will have to appear in LEET exam conducted by each state govt. & some deemed universities also.

Entirely depends on the country and exact course name you are applying for. The average application fee for many of the top MS programs in the USA is $75 (4,500 Rupees). You'll need a GRE score, the primary requirement for MS application, it will costs $200 (~ INR 13,500). You'll also need the TOEFL score. The TOEFL fee in India is $180 (~ INR 12,000). Minimum cut off marks a student needs to score in the eligibility examination for getting into engineering colleges varies from institute to institute. IIT's mandate at least 75% in 12th examination or in the top 20 percentile. Some Deemed to be universities have put 60% as the qualifying criteria. Lateral entry is generally associated with the B.Tech course. A student can get directly into second year of engineering, if he has done his/her Diploma after class 10th. The condition that you have mentioned does not come under lateral entry, it is considered as course change.

Admissions to 2nd year of engineering colleges via lateral entry route is controlled by state government and is almost restricted to students of that state. You have not mentioned as to which state you belong to.

There is no college left now. You can only get admission in a private college in your city. But, it will not have any value. I would suggest you to wait for a year and prepare for the entrance exam.
