You are advised to appear in JEE Mains and JEE Advanced to seek admission in IITs after Diploma in engineering. IITs do not have lateral entry admission provision. If the privileges for you means any special reservations, then no. CAT has few components that give engineers an edge over other test takers from different streams purely because of the questions asked and their preparation. Mostly the highest percentiles are taken by engineers so it has become a myth.

The total marks of JEE advanced exam varies every year. So with respect to the previous year admissions, I may tell you in terms of ranks.
Your category rank should be below 500 so that you can get a seat at IIT-Kharagpur.
If you have such a rank, then you can get any desired branch in top IITs.

The marks required to get admission will be a very tough thing to tell, as admissions are rank based and the marks fluctuate every year both in percentage as well as absolute due to varying difficulties of the JEE each year. It's difficult to get admission with this rank in IITM, Janakpuri.

75% minimum is required but you have to earn a top rank among in JEE Mains and JEE Advanced to get admission in IIT.

Class 12th marks have no weightage in the preparation of JEE Main ranks. Students should know that the ranks will be determined based on their score in the entrance exam. However, for admission into IITs, NITs, CFTIs the score that candidates have secured in their class 12 board exam will be taken into account.

This is the set eligibility criteria. To be deemed eligible for JEE Advanced or taking admission in IIT, you need to score 75% or above in HSC.

IIT and NIT, do not have provision of lateral entry admissions. You are advised to appear for JEE and seek regular admission in engineering.
