IIT Gandhinagar offers a Ph.D. course to students at the doctoral level in 13 specialisations. Apart from regular Ph.D. courses, the institute also provides Start Early Ph.D. courses to students. The admission into IITs for any course is based on the JEE advanced exam only. So you need to clear JEE main and then JEE advanced with a good rank so that you can get a seat for biotechnology in IIT.
To get admission at Anna University, your board exam marks alone are considered and there is no entrance exam. Your cut off in PCB out of 200 is considered.

The minimum eligibility is 60% in class 12th for general category. For IIT and NIT admission, you have to attempt JEE and JEE Mains and the cut varies every year.

Sorry to inform you, but admissions are not possible in IITs without securing a rank in JEE Advanced and JEE Mains for NITs respectively. JEE Mains and Advanced are excepted only in case for foreign nationals/NRIs which need to submit their SAT/GRE score for UG/PG course respectively. Hope this answers your questions.
