No, you can not get amission to the MBBS course at Seth Gordhandas Sunderdas Medical College and KEM Hospital without the National Eligibility cum Entrance Test (NEET) Exam.

Now, each college in India has accepted NEET UG Exam as their common entrance test which is mandatory to take admission. 

Even if you are thinking of getting admission without appearing in NEET exam through Management quota, this is not possible. From management quota you need to appear in NEET exam.

To get into Seth Gordhandas Sunderdas Medical College ( GSMC )and KEM Hospital located in Mumbai for undergraduate (UG) and postgraduate (PG) courses, students need to meet the following eligibility criteria:

MBBS/BDS: Candidates have passed NEET UG Exam with cut off marks. 

85 % seat is reserved for the Residential students of Maharashtra based on state based counseling. Remaining 15% are open for All India Students.

Seth Gordhandas Sunderdas Medical College and KEM Hospital is not fully governmental college. 

This college is run by Brihanmumbai Municipal Corporation (BMC) .Since BMS is a governmental entity, so you can say the college is Semi-Governmental

BMC is the municipal corporation of Mumbai which works under Government of Maharashtra. College is 2° governmental i.e., Government owns BMC and Further BMC owned Seth Gordhandas Sunderdas Medical College and KEM Hospital.
