Yes you are eligible if you belong to categories other than general.
L.L.B. Eligibility. Aspiring candidates should have scored a minimum pass percentage either at the 12th level or graduation level. The percentages are 45% marks for General category, 42% for OBC and 40% for SC/ST categories.

We can't say the exact cutoff because it depends on the students who are appearing exam on that day. Mainly, it depends on the competition. We can compare with 2018 cut off, it may be high or low with respect to 2018 cutoff.

As per the Institute of Company Secretary of India website, the minimum educational qualification required for Foundation programme is 10+2 or equivalent Hence engineering Diploma students completed after 10th are not eligible for this programme.
