The minimum qualifying marks for Andhra Pradesh PGECET based on the score is 25%. However, for SC/ST category candidates, there is no minimum cut off. Rank cut off vary for courses. For e. g closing rank for engineering is around 28053.

You can't get the seats by the board exam results but you can get it there by JEE Mains result.

VIT Andhra Pradesh doesn't accept score from Andhra Pradesh eamcet. VIT conducts a separate entrance exam for admission in its campus.

The cutoff rank for BC b category in Sri Vidyaniketan Engineering college are

INF : 67000

If you belong to SC or ST category then you will definitely get it. If you are from open category then you will not.
