I've got 39 marks in AP EAMCET. Whether the marks of the 4 questions that came wrong this time in the paper make me qualify it?

It is difficult to get qualify as it depends on the eamcet board to give add score to the wrong questions. If the board give add then you may qualify. All the best.

I've got 100000 in AP EAMCET'19. Do I have any chance to get CSE at Vignan University? Else tell me which branch will I get at this rank?

You may not get seat in CSE with that rank. Because of high competition majority seats are get filled by the merit students and there will be no availability of seats with your rank. So, try in another college.
