Yes, an MPC intermediate student can study agriculture. But all universities do not allow. In North India, it is possible. In South India, you have NEET exam to get admission in an agriculture course. So, without biology, it is impossible.

I am attaching a link that will give you all the information in detail about EAMCET conducted by Jawaharlal Nehru Technological University on behalf of Andhra Pradesh government.
