Hello dear for this actually there are 2 criteria the first one is Candidates who have studied in an educational institution or institutions in the state of Andhra Pradesh for a period of not less than four consecutive academic years ending with the qualifying examination and second one is Candidates whose parents have resided in the state of Andhra Pradesh for a period of not less than four years preceding the year of admission to the qualifying examination.
If you have fulfilled either of these criteria, you will be considered as a local candidate. If not, you will be considered as a non-local candidate

No, you will not get a free seat for BVSC course in SVU with a rank of 40,000 in Andhra Pradesh EAMCET and belonging to SC category. The cutoff for free seats in BVSC course in SVU for SC category in 2022 was 20,000. So you may have to opt for a paid seat if you want to study BVSC in SVU.
