Based on previous years’ allotment of seats, with an Andhra Pradesh EAMCET rank of 18000, you may have a good chance of getting a free seat in the CSE branch at the following colleges in Andhra Pradesh:

Yes, you can become a software Engineer after taking BiPC. As you've not mentioned your category and home state it is quite difficult to predict your colleges.

So considering that you belong to Andhra University region and open category student, you might get the following colleges and getting CSE will be a bit tough in good Colleges.
