No, one cannot apply to Free University of Berlin without the APS certificate. It is mandatory for Indian students to have their APS certificate, it is a part of the entry requirement. It is to certify the authenticity of academic credentials, basically it is an academic background check. It is issued by German Embassy.

No. Public universities in Germany will automatically reject applications from Indian students that do not include the official APS document. You must complete your document verification and receive the secure digital PDF certificate before portals close.

As an Indian student, if you want to prevent rejection, then you would have to apply for an APS (Academic Evaluation Centre) certificate 3 to 4 months before applying to RWTH Aachen

To get an APS certificate is important for Indian students and it's processing can take 3 to 4 weeks. This processing time can even take longer during the peak seasons (it can be extended to 8 to12 weeks also). 

To have a smooth application process, Indian students should try to apply for their APS at least 4 to 6 months before the TUM application deadline

For example, ideally, this process should start in December or January for the Winter semester.

APS certificate is mandatory for all Indian applicants to any German university, including RWTH Aachen. Without it, your application will not be processed. Start the APS process 4 to 6 months before your application deadline. The fee is approximately INR 18,000.
