NIT Rourkela has a very big campus. The National Institute of Technology, Rourkela has various classrooms, hostels, a library, and cafeterias. Some of the other campus facilities include:

Above 60 percentage it's enough for the admission level. But you have scored 90 percentage and above its very good score for entry level. But many colleges are there so don't worry about that

After MFA many jobs are available for a deaf applicants. The best paying jobs for deaf people include audiologist, animator, and electrician. Entry level jobs include data entry clerk, stocker, and housekeeping cleaner. Even there are good jobs like graphics designer, etc. , best of luck for your future.

Although I don't actually study for the Diploma in Painting, I did find out from some sources that the first year's tuition is 50,000, the second year's is 55,000, and the third year's is 50,000. The charge might not be exact, but it won't be higher than this.
