Other than IITs, you may go for the following colleges for automobile engineering:
1) Anna university (MIT campus), Chennai
2) Delhi Technological University, Delhi
3) Manipal Institute of Technology, Manipal
4) SRM University, Chennai
5) PSG College of Technology, Coimbatore
6) JNTU, Hyderabad
7) Sastra University, Thanjavur

If you have taken Admission in Automobile Engineering already, and if you are in 2nd or 3rd year, I will advise to finish the Engineering first. You have Interest in designing, so you can do designing courses simultaneously with your degree education. AutoCAD, PROe, CATIA,etc are examples of some designing software. You can also do specialized designing courses after graduation. Also, you can do M.Des i.e. Masters in Design after graduation. See, degree provides a base to fall back. You will also gain knowledge about Automobiles and Machines that will help you design better. So, it is advisable to first finish Automobile Engineering.

Another way is through books. Many best books are available for the concepts like fluid dynamics, thermodynamics, vehicle design, etc. from which you can learn many things.

Automobile engineering deals with the designing, production and operations of the vehicles (automobiles). In simple terms, it is a study about the vehicles.
It is not all about Motors or simply designing. It includes both of these and more than all these.

The oil industry has quite a lot of potential. But if your passion is in automobiles then you are in the wrong field. On the other hand, CTC would be much superior in oil industry only. May be you should allow yourself a couple of years in present employment and then review.

Doon Petroleum University will be a good college in Uttarakhand for automobile engineering.

If you clear the entrance exam of Anna University, you can get direct admission in the 2nd year in Anna University for automobile engineering.
