In order to pursue masters degree from universities in Germany, you need to have relevant undergraduate degree from recognized university with good academic record preferably 70%-80% plus in graduation, plus you need to take below mentioned tests:
1. GRE.
2. TOEFL or IELTS.
Please note that the eligibility criteria for admission may differ from university to university.
However please remember since Germany is a non English speaking country, and their national language is German, so it is always advisable for students to pursue some basic level German language course before leaving for Germany.

After completing BE you have 2 options:
1.To opt for a job.
2.To opt for further studies (MBA, M.Tech etc)
However, as per your profile I would suggest you to work for 2-3 years after completing your BE and then opt for further studies.
The advantage of this step would be:
- You will gain relevant work experience.
