Of course you can do. You may choose a full fledged degree or a certificate programme in fashion designing or even a Diploma. Since you have a degree, I would recommend you to work full time or part time and then pursue a Diploma.

Without studying the first and second year, you can't do final year. Even if you try in some Open University or distance education course the answer is no.

No, there is no entrance exam for admission. Admission is done on the basis of 10+2 percentage.
