I believe by merit seat you refer to class 12th marks based admission. In such case, you need to apply for the requisite university having that criterion in the admission form. You will be called for admission as per the applicants applying and meeting their criteria. Adding your college or university, you are aspiring to would have been much better to answer.

IGNOU's degree is at par with any degree of any good university in India. So, you surely can apply for MA in any regular university. But there is a catch. Many universities have norms where they do not prefer students who have done a Bachelor's course from IGNOU so, at the end, it depends on the university.
