Sorry to inform you that you are not eligible for joining Merchant Navy being an arts stream student in your graduation degree course as for the same you need to be a science stream in your graduation too.
But as you are a science stream in your 12th then you have the option of NDA examination for joining Merchant navy if you have the qualifications given here under:-
You must have the citizenship of India.
You must be an unmarried male candidate.
You must have done your 12th with science stream student with physics, chemistry and mathematics as your main subjects from a recognized board.

Hi Diana Ross,
Complete your Bachelor degree first with a first class and take your IELTS. You may also have to do a PG Diploma since most universities require a 4 year Bachelor degree.

BA and B.Sc are different fields. If you opt for B.Sc, you will be placed in the scientific cum technical field. After BA, you would have to pursue arts as a career. If you want to appear for civil services, either of the two should suffice. You should opt for the course you are comfortable with and where your interests lie.
