If any college provides lateral entry in the third year then yes otherwise, you should pursue BA once again.

1 year course (starts in class 12)
2 years course ( starts in class 11)

Since you don't have political science. You cannot do BA in political science. For journalism and mass communication, the cut-off is around 95% in Delhi University. In IP University, admission is on the basis of the entrance score.
