Sorry, but your rank is too low.
300+ marks are considered for admission in B.Arch. So there is no way to get any of the NITs. So, you shud try for any private college.

As you belong to SC category, you can easily get admissions in various CETs and other well-known govt. institutions.

Sorry to say but 198 is not enough for you to get a good college for B.Arch. Above 300 is considered as a safe score to get admission in B.Arch. However, you may get private colleges with 198 marks.

Yes, you will get admission in NITs. I am not sure about the NIT but you have advantage of OBC quota and 4.5k general rank.

Suyash,
You can apply for B.Arch with these class 12 marks and JEE paper 2 score. Many universities like Lovely, Chitkara, Chandigarh University, etc. are offering admission in B.Arch on this criteria. These world-class universities have wonderful infrastructure with good placements.
Some of them even offer scholarships on the basis of JEE marks as well class 12th marks.
Check their websites for more details.

But, in IIT Roorke you have to qualify JEE Mains paper 1 and JEE Advance, and then you need to appear for separate exam 'AAT'. Only then you will be eligible for Roorke and Kharagpur.
