Yes, you can pursue two courses at the same, if the learning modes are different i.e. one is regular and other is distance. Hence, is your case you can pursue B.Com and B.Ed at the same time.

Distance B.Ed or any other course should be done only if you are working. If not, I would suggest you to go for a regular course for better opportunities.

No, it is not. It is totally up to you which mode you see yourself comfortable in. But the fact is, the studies, learning that you may gain in regular studies or classroom sessions, are more impact and good than online/distance. Some of the colleges that offer B.Ed in online/distance mode, are-
B.Ed in Directorate of Distance Education, Kurukshetra
B.Ed in Distance Academy, Kolkata
IGNOU, Delhi
Indian Institute of Professional Studies, Lucknow
