Since universities offering undergraduate programme in Astronomy are rarely found, one can join for a major/ honours in Physics with Mathematics as a subsidiary subject. Thereafter, take a master's degree in Physics or Astronomy. After the successful completion of M.Sc. At least one have to score 50% marks. And there is no one who can predict the cut-off. Because it can vary every year due to diverse students coming for exams. Prepare well.

Go to this link and in point no. 4 there is a link of PDF, it has everything you want to know. As your situation is bit of complex, I mean studying in a CBSE school in a foreign country, I would suggest you to follow the above mentioned procedure and if you have any further queries regarding the same you better contact to the given contact details in that PDF.

No, you can't. Maths is a compulsory subject for all the semesters in B.Sc-IT and the cut-off for this course is based upon the marks scored in maths in 12th standard.
