Yes, it is the foundation and if you have not studied science at this level, clearing B.Sc will be quite difficult there are few open universities and conventional university like MANUU offer B.Sc without class 12th on the basis of the entrance exam, but without a strong base, you cannot clear the exam.

The fee structure of DU is pretty nominal, however, it changes every year.

As per future's demand, lots of healthcare and biotech personnel are going to be in demand in next few years. And considering that you have done class 12th with PCB then you must be interested in biology so as per my view you should go for B.Sc Biotechnology or B.Sc life sciences which will give you most basic knowledge of this field.

B.Sc program of IGNOU is a well-structured program and it's no way inferior to B.Sc from any other university in India or abroad. Although it has its own merits and demerits. IGNOU teaches you to how to learn the subject just by reading books. It will develop the desired thought process and make you independent. After completing your program from IGNOU, you get not an only degree but a self-confidence.
