No, you cannot do M.Tech, because M.Tech is a technical degree for those candidates who pass out in B.Tech in their stream for B.Sc students can pursuing M.Sc.

Your class 12th TC must have got submitted at the time of your admission, so you have to ask for TC from your college from where you are doing your B.Sc.
