Yes, he can pursue B.Tech in CSE but as a fresher i.e. being a diploma holder your son is also eligible for direct second year entry (lateral entry) by clearing LEET examination but this will only be eligible for Electrical and Electronics stream.

Hi Mayank,
To study abroad you must complete 10+2, some universities may accept Diploma after 12th. Apart from qualifications, you must pass entrance tests like IELTS or TOEFL, SAT, ACT etc. depending on where you want to study. In India, you need to take college or state-specific entrance tests like BITSAT, VITEEE or even IIT JEE. Alternatively majority of the Diploma holders apply for lateral entry into B.Tech courses. In this case, entrance tests can be avoided. You can go through numerous college websites and find out the eligibility.

Hi,
Polytechnic Diplomas are not accepted by German universities and are not considered equivalent to the German school-leaving qualification, so you cannot apply for a BE based on your Diploma alone. To be eligible you have to clear the IIT JEE Advanced. Please check the DAAD India website for details about requirements and scholarships and various funding options.

Yes, in many government jobs, if candidate has done O level certification, then B.Tech ECE candidate is also preferred. Normally, B.Tech in CSE or IT is preferred, but with certificates, the candidate is eligible for applying. Also, it depends on company to company. Before applying you Can check the eligibility criteria.
