Yes you are eligible for btech admission.
You can take admission through lateral entry. The exams are conducted in the mid of May.
There are two exams each of 1 hr 30 min.
One will be common to all graduates and one will of specific branch.
I hope this will give you the specific idea.

It's great indeed to know your dream of becoming an engineer. Good. Lateral entries in 2nd year of engineering are normally restricted by concerned states only to students from that state. Also if you score good, then you will have better chances.

Yes, after doing Diploma engineering, you are eligible to take admission in engineering college except for IITs & NITs.
There are a lot of good colleges available for you it will be better or easy for you if you will take admission in your home state college because at the time of counseling of engineering for Diploma student, some state universities ask for domicile of that state. Rest some universities like IPU provide 15% seats for outsiders of Delhi student.
Good engineering college in are Graphic Era University, DIT-Dehradun, LPU-Punjab, Chandigarh University-CGC Landram, COT-Pantnagar, IP University-Delhi, etc.
