B.Tech Biotechnology is a higher degree in comparison to B.Sc Biotechnology, therefore, B.Tech graduates have better career scope and opportunities in comparison to B.Sc graduates.

Germany is, technically, one of the most advanced countries in the world. Engineers are well paid in Germany. I will recommend you to opt for MS over MBA for better career prospects in Germany.

You can either go for M.Tech through GATE or you can apply for PSUs based on your GATE scores. You also have option of going into business and management field though MBA, you an write CAT/XAT/MAT/CMAT/SNAP to get into top B-Schools of India. If you want to pursue MBA from US or any foreign university you can write GRE/GMAT.
