You can apply for HR post but generally companies prefer MBA HR specialization. So, you should have valid reason why you have not chosen MBA instead of B.Tech and you should be convincing at the time of interview.

It is common dilemma faced by engineering graduates whether to go for MBA or not immediately on completion of engineering degree. If you are not technically inclined then you can opt for MBA on completion of engineering graduation degree and become a generalist. Currently scope of MBA is wider and management graduates get better salaries.
However, if you are technically inclined you may opt for M.Tech or job. M.Tech will make you a specialist in chosen field and you can make career as a technologist. If you want to do a good job in E&C, then first prepare with aptitude. I would suggest you to join any certificate courses related to field of your interest, like:
1. VLSI design.
2. Embedded,
3. LoT, etc.
You can chose any good institute for the certification because they will provide placement assistant. So, you don't have to worry much.

If you stop your B.Tech civil engineering studies in 3rd year, all your efforts till date will go waste. You have an option of continuing your education and completing your B.Tech before seeking alternate career or seek alternate career now. If you share why you do not want to study civil engineering further and what you want to do now, somebody will able to advice you better. You may share further details for advice.

If you are planning to do M.Tech or Ph.D then it is advised that you go for it immediately after graduation because once you take a job, you will probably lose the motivation to go for higher studies.
