Yes, ICFAI University is good but there are also other more better options available for btech. Its average placements also ranges to about 8-10 LP hence, you can target it.

Let me tell you, the possibilities of getting free seat are very less. If you are from OC then do not expect top branches like CSE in top colleges as your rank crosses 10k. So if you are from other categories the you can expect free seat from some other colleges for B.Tech.

Yes, you can do B.Tech in Mechanical Engineering after Diploma in chemical Engineering.
Many college offer admission for Mechanical Engineering.
If any student feels interested, they can proceed with mechanical engineering after Diploma in chemical engineering.

The qualifying marks for general category students is 89.75 for General (EWS category) is 78.21, for OBC Students is 74.31, for SC is 54, 44 for ST & 0.11371730 for PWD students.I Suggest to score above 890 percentile if a canditate is General category. So, that it will be good to get good government college for CSE branch

Since your rank is very low, there are very low chances of getting civil branch in NIT or IIITs you can try out GFTIs.
