Unfortunately with your rank and category you do not have chances of getting any IITs. I will suggest you to sit for JoSAA counselling with your JEE Main score, that might fetch you good NITs and IIITs.

You can apply for the entrance test but for the admission the result are required. Also your branch before and after should be same. Thanks

According to me, going for the direct admission in BT.ech CSE would be a better option since you have good percentile in JEE mains. Thanks

Your rank is quite low so it might be difficult for you to get into government colleges for B.Tech but you can target the private universities and some other state universities. All the best
