Well, there can be many aspects to be considered while choosing a branch (stream) for B.Tech. You have to choose the stream as per your interest. CCSHAU Hisar B.Tech Selection Criteria
Candidates have to apply at the Application Portal first. After the declaration of JEE Mains result and on the basis of application, the University will preview all the candidates score card and will prepare the merit list. Based on the Cut off set by the University, if any candidate fails to secure a seat, he/ she has to wait for the later counseling round where the unfilled seats will be displayed.

Dear aspirant, Glad to meet you. YES, definitely any average student can go into IIT or top NIT's if he/she has the right determination and consistent practice towards his studies and examinations.
