Yes, you can do so, only in some limited branches. Such as from IGNOU Indira Gandhi National Open University (New Delhi-110068) - Vertically Integrated Engineering Programme and Advanced Diploma leading to B.Tech (Civil) - Branches: Construction Management, Water Resources Engineering.

Hi Shivang, Normally in India - you can change your college/university in 3rd year only on medical or transfer grounds. Otherwise colleges can be changed only in the first year itself, through internal sliding between the colleges. Very few International Universities accept any transfer students. Second, most of those colleges will Require you to spend at Least two school years at the college in order to receive a Bachelor's degree from their college. That won't be major issue, B.Tech is a four year course, you have plenty of time to learn the basics. Not everyone come there to study, being expert in the subject. Your 1st year would often be basics.
