TC in original only will be normally accepted. In case you have lost TC you can file FIR with Police and get its copy. Along with affidavit that TC has been lost apply to school /college for duplicate TC. On payment of fees you will get duplicate TC.
If it is private school or college with a small donation you may get a duplicate TC. Just ask their office.

The management should give you in any case as the Certificate belongs to you. And for the management they have no rights to hold your Certificate once you discontinue the course. One reason for the management for not giving your Certificate back could be any outstanding fees that is not been cleared with the college. Once you clear all the dues and get a signature from your department head, then you will be allowed to quit and take back your Certificate.

Electronics Engineer deals with 5V devices and Electrical Engineer deals with 110-240 V large appliances. An answer is very funny but one can get clear pasteurization about Electrical Engineering. So an Electrical Engineer exactly knows about the circumstances he has gone through these four years.
