Admissions in Tamil Nadu whether fresh or in lateral mode are restricted to the students who fulfil the criteria of 'Nativity'. If seats are vacant then you can think of getting admission since you are not native of Tamil Nadu. Best wishes to you.

It depends on the government college. Some state college give seats on the basis of domicile certificate. Home state is just the basis for JEE Mains from where you did class 12th. So, your state quota will be Haryana.

Yes, you should do MBA after Bachelors of Engineering in civil, because it will not only give you an extra scope, but also give you a plan b what if you cannot get a good job in civil engineering, so at least you have a MBA degree with you which can not only give you a good job, but also great package.

However, some of the least popular or less competitive areas of engineering are; Aerospace Engineering, Avionics Engineering, Nanotechnology, Quantum Computing, Molecular Technology, Robotics & Automation, Artificial Intelligence and still there are many more.
