All colleges in Mumbai University provide such facility. You can take admission in B.Tech after you are done with your Diploma. Your admission will be based on your scores in Diploma. Get in touch with colleges to know more specifics about it like when it starts, fees etc.

TFWS is Tuition fee waiver scheme. Under this scheme, if your income yearly is below some specified amount then you do not have to pay your tuition fees to the college (tuition fees are generally 50k to 60k). And, I am pretty sure that colleges in Andhra Pradesh have this scheme.

First of all B.Tech in Biotechnology is classified as an engineering degree. So, for getting into an engineer course you will have to give MHT CET. MHT CET for engineering contains Maths. So yes, Maths is compulsory for you to get admission. MHT CET score with PCB won't be acceptable.

Hi Rohit,
You can't get admission in IIIT, Pune with this rank in JEE Mains exam. Although you can give a try and participate in counselling. If seats are available in last round, then only you can get admission.
You should predict other possible colleges here :

Best of luck.
