I think, there is no chance in any NIT at this rank in EWS, because EWS has only 10 % seats. So, NIT seats can maximum go unto 8000 rank in EWS.

As your percentile are low, so there is less possibility that you get a good engineering college. So, you can apply any private college or if you want a good college, then you should again prepare for JEE.

You will get the list of documents on the JEE Mains counselling portal. Mainly, you need to bring your admit card and score card of JEE Mains, mark sheets of class 12th and class 10th, domicile certificate, income certificate, category certificates, government id card etc. Best of luck.
