Bhupender,
As you mention your rank is 13798 in IPUCET 2018,
so according to the study of last years cut-offs list, I think you are not able to qualify in cut-offs list of any college because colleges have high cutoff list for Outside Delhi students.
But, you still have hopes, every year IPU will go for the spot round after the 3rd cut-off list.
So, do appear in spot round, if you appear in spot round, then you have high chances for admission in IPU.
Don't lose hope, appear in spot round.
That's my suggestion to you.

Yes, it is true that institution matters in the life of a student and B.Tech from IITs and NITs have a great value because these all are excellent institutes of centre government. So, you should first try your best to get admission in IITs and NITs. "Prepare well for JEE MAIN and JEE Advanced exam and according to your score you will get a college." See, first of all, relax. Life is not just about one exam. Move in to next and I will recommend you to go for a college with less fees. Why I am telling this because you can use that money in your MBA. Yes, if you can tactfully invest your 4 years in CAT or IIFT preparation, you can surely get a good MBA college and once you enroll in it, you can expect a good package minimum of 12 LPA.
Best of luck.

It solely depends on your choice that you love technology or pure Science so first make it sure because your Mains scores arena't so bad there are chances that they may fetch you a NIT or iiit or a government college of engineering but that is of no use if you don't love technology if you are interested in Science go for B.Sc. Because that also has a vivid scope and you may get chance to go to foreign Universities for Masters. So
Best of luck.
