Management Quota refers to those seats which are reserved for candidates who actually did not qualify the eligibility criteria for getting a seat in college but are willing to spend almost two to four times the actual fee of the college.

12th marks is not the major criteria in selection of a good college, performing well in the entrance examinations only will help you out in getting a good college.

Yes, you are eligible to take admission for UG courses in Delhi University. The eligibility condition for UG courses are:
Candidates should be qualified in 10+2 Board or equivalent examination. They must have obtained at least 45% in aggregate of all subjects.
Further, for different courses, you need to clear the cut-off for admission.

You might not be able to get direct admission into 3rd year of UG. However, you can start fresh and take admission in the 1st year of your UG.

Your question is a little unclear. As far as I understand, you are asking whether B.Sc in Maths, Statistics and CS equivalent to Bachelor of Computer Science. Well, I don't think they are equivalent. Very rare colleges offer Bachelor of Computer Science. Most colleges offer BE or B.Tech in Computer Science which is different than B.Sc in Computer Science.

No, it can't be done as the requirement for reputed countries is 6 and for small it is 5.5. So, you have to give another exam to complete your wish.
