Hello,
Yes, rightly said by Dennis V, you must take your IELTS and also German language certification. However, I doubt if Indian Diplomas are accepted. Generally, Diplomas are not accepted and you have to complete the first year of a Bachelor's degree in India before applying to a German university. Confirm with DAAD authorities.

Only way is getting scholarship, if you deserve. Otherwise, you have to pay around 40 lakhs INR including course fee and your living expenditure fee. How to get scholarship: contact respective university you really need to be academically brilliant and top amongst all applicant, so university can decide on investing on you.
